Nonprofit medical clinic opens to serve North Highlands neighborhoods

"What's your insurance?" nurse practitioner Christine Phillips asked Wednesday as she gently touched Sou Sae- turn's left ankle, swollen and stained with wide, purple bruises.

Christine Phillips, a nurse practitioner at the Effort, examines Sou Saeturn, who landed on an opponent's foot playing basketball. Saeturn was laid off a year ago and lost his health coverage six months later. The clinic opened Nov. 1 in a community where people's need for affordable health care services has outstripped the offices available.

Andrea Plancarte, a medical assistant at the Effort clinic in North Highlands, gives Sou Saeturn, 27, of Sacramento, information on where to get an X-ray after he had his ankle examined.
