Plea deal brings treatment for mentally ill Sacramento woman
Tracy Sinclair Feather, the mentally unstable midtown woman whose confrontation with police led to a jail stint lasting more than three months, is now undergoing treatment at Heritage Oaks Hospital after pleading no contest to a charge of felony assault with a deadly weapon, her lawyer said.
